Alexander-Garcia Obituary, Death – The relatives of an individual who lost his life in a police-involved shooting in 2023 have initiated legal proceedings. The lawsuit claims that Officer Andrew Teeter acted with negligence, recklessness, and intent in the death of Mike Alexander-Garcia on August 8, 2023. As reported by law enforcement, 34-year-old Alexander-Garcia was operating a stolen vehicle when officers conducted a traffic stop.
He subsequently fled the scene and attempted to commandeer several other vehicles before entering the driver’s side of a parked SUV located within an auto body shop. At that point, West Hartford police deployed a K9 unit against the suspect, leading to a confrontation between them.
Officer Teeter then discharged his weapon, resulting in Alexander-Garcia sustaining injuries that ultimately led to his death. The officer received treatment for non-life-threatening injuries at a local hospital.
A second individual, 47-year-old Lyle Solsbury, fled on foot but was later apprehended. Authorities characterized Solsbury as a convicted felon with over 30 prior arrests. The complaint asserts violations under the Police Accountability Act, contending that Alexander-Garcia’s death infringed upon his constitutional rights.
This Act, enacted in 2020 in response to the deaths of George Floyd and others, holds law enforcement officers, police departments, and municipalities accountable for civil rights violations, including the inappropriate use of lethal force. The complaint indicates that this case may be among the first to be filed under this legislation.
The Office of the State Inspector General has yet to release its final report and is still investigating the matter.
Later on Wednesday afternoon, the family intends to address the public at West Hartford City Hall.
