Joseph Shand Allard Obituary, Death – Authorities have identified the pedestrian who was fatally struck by a vehicle in Salmon Creek on Tuesday night. The Clark County Medical Examiner’s Office confirmed that the victim was 59-year-old Joseph Shand Allard, a Vancouver resident.
The fatal crash occurred at the intersection of Northeast 29th Avenue and 147th Street at approximately 9:38 p.m. Clark County sheriff’s deputies responded to the scene and discovered Allard lying face down in the roadway. Though he was injured, he was still breathing when deputies arrived. Emergency medical personnel quickly transported him by ambulance to PeaceHealth Southwest Medical Center in Vancouver, where he later succumbed to his injuries.
The Clark County Medical Examiner’s Office has not yet determined the official cause and manner of Allard’s death. The investigation into the circumstances surrounding the crash remains ongoing.
The driver involved in the collision was operating a Toyota Tundra and remained at the scene, fully cooperating with law enforcement. Authorities noted that the driver immediately called 911 and showed no signs of impairment. Officials have not released the driver’s identity.
The Clark County Sheriff’s Office Traffic Homicide Unit is handling the investigation to determine the factors contributing to the crash.
